FSA has several service offerings for the PetroChemical Industry. These services are designed to provide “turn-key” facility siting services and solutions:

Preliminary Siting Assessment (PSA)
The PSA service offering is a short-term “gap analysis”, designed to quickly identify a facility’s current status in relation to facility siting risk assessment criteria, based on the requirements of PSM standards and revised API Recommended Practices (API RP-752/753).
The typical duration of a PSA is two weeks, and includes:
2 DAYS
On-site workshop to identify:
- Availability of existing risk assessment data (blast, toxic, fire)
- Data quality/condition in relation to current requirements
- Identify building inventory data (occupancy, construction type, use)
- Identify relevant process hazards (types/location of processing units)
4-7 DAYS
Off-site (FSA Office) data evaluation and gap analysis, including:
- Evaluation of risk assessment methods used, in comparison to current requirements of API RP-752/753
- Report on risk assessment data availability/quality gaps
- Preliminary results of risk assessment impact on each occupied building
- FSA Opinion of Facility’s current compliance and readiness for OSHA NEP inspection/audit
- Formal proposal for FSA to develop a customized Master Facility Plan, based on results of preliminary siting assessment
1 DAY
On-site delivery and presentation of Preliminary Siting Assessment results, and proposal for Master Facility Plan development services, as needed.
Master Facility Plan Development
A Master Facility Plan is a comprehensive, long-term strategic plan that addresses immediate risk assessment and mitigation requirements, but goes much further in identifying a roadmap to manage the multi-faceted facilities infrastructure that enables the successful operations, maintenance, and workforce optimization of a petrochemical facility.
FSA’s proprietary Master Facility Plan development process customizes the planning process based on the individual needs of each client. Our processes and tools enables FSA to incorporate strategic intents, capital construction/process expansion, asset optimization, workforce optimization, and business process redesign methodologies into our planning process.
An FSA Master Facility Plan includes the following elements:
- General facility overview
- Visualization of facility siting risk assessment
- Facility land use zoning map and request/approval process
- Site Circulation ( interior and exterior parking, roads, gate access)
- Current and future processing plant and equipment layout
- Current condition of occupied buildings inventory
- Modeled risk to occupied buildings (blast, toxic, fire, seismic, flood, wind)
- Prioritized risk mitigations (risk severity, business continuity, complexity)
- Recommended building solutions (mitigation, relocation, new construction)
- Phased mitigation plan
- Class 1 Estimate (+/- 25%) for recommended building solutions
Supplemental MFP elements:
- Security plan
- IT infrastructure
- Emergency response/evacuation plan
Facilities Program Management
Facility Siting Associates employs a team of industry professionals that can support our clients by providing Program Management, Project Management and Construction Management services.
Petrochemical Facilities do not typically resource these specialized Facilities Management roles, and FSA is able to provide resources that can bring fundamental leadership focus to assure that facilities projects are executed on time, on budget, and injury free.
